  • LION filed HOWEISD-PIA-001 requesting Howe ISD’s library catalog and approved reading lists

    On June 1, 2026, LION (Local Integrity Oversight Network) filed HOWEISD-PIA-001 with Howe Independent School District. The request was addressed to Superintendent Ritchie Bowling at bowling.ritchie@howeisd.net, with wilson.kevin@howeisd.net copied.

    The Texas Public Information Act (Chapter 552, Texas Government Code) is the state law that gives any person the right to request records held by Texas governmental bodies, including school districts. This request sought a complete export of Howe ISD’s current library collection across all campuses, plus the district’s approved reading lists, in electronic format.

    Under Government Code §552.221, the district must promptly produce responsive records. The standard statutory window for production or a written explanation is 10 business days from receipt, which falls on or about June 15, 2026.
