Denison ISD points LION to its online catalog; LION presses for the export the Public Information Act requires

On June 17, 2026, Denison Independent School District responded to LION’s library-records request by pointing LION to the district’s public online catalog and calling it “all inclusive and … fully responsive,” rather than producing the electronic export LION requested.

The Texas Public Information Act (Texas Government Code Chapter 552) gives the public the right to obtain government records. Section 552.228 requires a governmental body to provide existing electronic records in the requested electronic format when it has the ability to do so. LION’s request — DENISONISD-PIA-001, filed June 1, 2026 — sought the district’s library holdings as a native spreadsheet export.

The district’s response came in stages. It first produced a 20-page “Approval List” of this year’s new acquisitions, which LION noted does not fulfill the request because it omits the complete holdings and the copy counts the request specified. The district then directed LION to its online catalog portal and attached a letter stating the portal is fully responsive.

LION replied that a public search page is not the export the request seeks: the portal returns results one title at a time and produces no downloadable holdings file. The district’s own library system exports the catalog to a spreadsheet natively, so Section 552.228 requires that format. The request remains open.

LION’s complaint with the Office of the Attorney General’s Open Records Division (Service Request Number OR-26-032360-IC) remains open until the district produces the complete records and confirms in writing that the production is complete.
