The Texas Public Information Act caps the labor charge a governmental body may assess for fulfilling a routine request, and Texas Administrative Code 1 TAC §70.3 sets out when no charge may be imposed. Under those rules, a basic catalog export from a school district’s library management system should be a routine reporting function with no chargeable labor.
On April 21, 2026, Van Alstyne ISD responded with Invoice JM-01 — $75 in labor charges, three hours at $25 per hour — for the April 17 records request. LION declined the charge.
On April 23, 2026, LION sent the district a formal dispute letter citing Texas Government Code §§552.272 and 552.267 along with 1 TAC §70.3, and filed a complaint with the Texas Attorney General’s Open Government Division. The complaint was assigned Service Request OR-26-020917-CC.
