LION (Local Integrity Oversight Network) has been engaged with Allen Independent School District since April 22, 2026, when LION delivered an Open Letter to the seven-member Board of Trustees flagging the proposed 818-book library purchase known as List 4. The documentary base for the engagement is eight Texas Public Information Act requests (ALLENISD-PIA-001 through PIA-008) filed between April 23 and May 4, 2026. The district has produced roughly 775 pages in response to PIA-001 and 534 pages across two responses to PIA-002. Six additional requests — PIA-003 through PIA-008 — have produced no documents.
On May 26, 2026, the Allen ISD Board of Trustees approved List 4 on the meeting’s Consent Agenda — a single block motion bundling routine items, with no separate deliberation on the record for List 4 itself. The procedural pattern matched the October 27, 2025 vote that approved List 1. Jesse LeVasseur, founder of LION, delivered a three-minute public comment and a two-page Board Handout during the Public Participation segment — the portion of the regular meeting reserved for citizens to address the Board on the record — of the May 26 meeting. LION’s findings from the PIA-001 production were published on lionwatchtx.org on May 17 and May 25 before the vote.
Plainly: Allen ISD is stalling. The likely reason is that the records don’t exist.
Six follow-up records requests have been pending since May 4, 2026 — more than a month with not a single document produced. Each procedural step the district has taken (a clarification demand on May 18, a $668 cost estimate and bond demand on May 27, a second clarification on June 5) has restarted the statutory production clock without producing records. The Texas Public Information Act requires production of public records; a sustained pattern of clarification-and-cost maneuvers that resets the timeline at each step functions as non-production. The most likely explanation is that the records being sought — Local School Library Advisory Council meeting agendas, notices, minutes, and recordings; Library Media Services internal records relating to assembly of List 4; the district’s complete library-collection inventory — do not exist in the form Texas Education Code §33.025 and the Texas Public Information Act require.

On the PIA-002 production, the district sent LION a redacted substitute for one document (PT5) on May 18 at 4:41 PM Central, asking LION to delete the unredacted version. The recall email cited no statutory exception under Texas Government Code Chapter 552 and supplied no Attorney General OR-number. LION preserved both versions; both are linked from the Updates feed below. On PIA-003 through PIA-008, the district has invoked the Public Information Act’s same-day cost aggregation provision (Texas Government Code §552.261(e)) and a second clarification under §552.222(b), which together reset the statutory response timelines on June 5, 2026.

On June 5, 2026, a second clarification request was transmitted from Allen Independent School District (Allen ISD) covering six pending Public Information Act requests filed by LION on May 4, 2026 — ALLENISD-PIA-003 through ALLENISD-PIA-008. The transmission invoked Texas Government Code §552.261, subsection (e), the Texas Public Information Act’s (PIA — Texas Government Code Chapter 552) same-day aggregation provision. That provision lets a governmental body treat two or more requests received from the same requestor within one calendar day as a single request for purposes of calculating costs under Chapter 552. Section 552.261(e) is a cost-aggregation tool, not a clarification authority; clarification of requests is governed by a separate statute, §552.222. The June 5 transmission also re-invoked §552.222(b), the statute’s clarification-and-narrowing provision, which the district had first invoked on May 18.
The June 5 transmission asked LION to clarify four points:
- The intent and scope of the severance LION had requested in its June 1 response.
- Whether the modified request was now limited to ALLENISD-PIA-003, PIA-005, PIA-006, and PIA-007.
- Whether ALLENISD-PIA-004 and PIA-008 should be considered withdrawn.
- Other points raised in LION’s June 1 response.
A clarification request under §552.222 tolls the §552.221 production clock until the requestor responds. Under §552.222(d), if the requestor does not respond within 61 days of the clarification request, the underlying request is deemed withdrawn. Both clocks restarted with the June 5 transmission. The procedural consequence is that the production timeline for PIA-003 through PIA-008 is again indeterminate while the clarification cycle runs.
The six requests at issue cover the Local School Library Advisory Council (LSLAC — the parent-majority committee required under Texas Education Code §33.025, enacted by Senate Bill 13 in 2025) selection process, LSLAC meeting records and recordings, internal communications referencing LION, and Library Media Services records relating to assembly of the district’s 818-title May 26 board-vote list. All six were originally filed on May 4, 2026, and have been in clarification posture since May 18.
