On May 26, 2026, the Allen Independent School District (Allen ISD) Board of Trustees approved an 818-book library purchase — known internally as “List 4” — as part of the meeting’s Consent Agenda. A Consent Agenda is a procedural device that bundles routine items into a single block motion and approves them together, without separate discussion or a separate vote on any individual item inside the bundle.
List 4 received no separate deliberation on the record before the vote. No trustee asked the body to pull the item from the Consent Agenda for individual debate. The 818 titles — including two that had not yet been published on the date of the vote — moved through as part of the block.
The procedural pattern — a contested library-materials list approved via Consent Agenda rather than as a standalone action item — matched the board’s October 27, 2025 vote on List 1, the first of the district’s post-Senate-Bill-13 acquisition lists. Senate Bill 13 (SB 13), enacted by the 89th Texas Legislature in 2025, rewrote Texas Education Code §33.025 to require each school district to convene a Local School Library Advisory Council (LSLAC) and to route library-material acquisitions through that council before board approval.
The Texas Public Information Act (PIA) — Texas Government Code Chapter 552 — gives any Texas resident the right to request records from a governmental body and obligates the body to respond within statutory deadlines. During the meeting’s Public Participation segment — the public-comment portion of a regular Texas school board meeting at which any resident may address the Board for up to three minutes after registering in advance — LION founder Jesse LeVasseur delivered a three-minute public comment to the Board and submitted a two-page Board Handout to the trustees and the district secretary for inclusion in the record. The handout cited the district’s own production in response to PIA-001 and itemized the documentation issues LION had identified on List 4 prior to the vote, including the two unpublished titles, the volume of acquisitions carrying no professional review on file, and the LSLAC composition question under Texas Education Code §33.025(f).
